Oracle's Stock Falls 3.5% on Data Center Delay Concerns

Oracle Corporation’s ORCL shares came under pressure Thursday after the company invoked a “force majeure” provision related to a massive data center project in New Mexico. The move raised concerns about potential delays and costs associated with Oracle’s aggressive artificial intelligence (AI) infrastructure expansion. Oracle’s shares ended the session 3.5% lower, while investors continued to scrutinize the company’s substantial AI-related capital spending.

Oracle Seeks Protection on Project Jupiter

Oracle issued the notice to a unit of Blue Owl Capital, the developer of the 1,400-acre Project Jupiter data center campus. The facility is being developed as part of Oracle’s broader agreement to provide AI computing capacity to OpenAI and is connected to the Stargate AI infrastructure initiative.

According to Reuters, Oracle is not seeking to terminate its lease or abandon the project. Instead, the force majeure notice would provide the company with flexibility to delay certain payments if the facility fails to meet its planned 2028 operational target. The notice reportedly relates to potential delays in securing adequate power for the project.

Power and Regulatory Hurdles Complicate AI Expansion

Project Jupiter continues to face obstacles related to both infrastructure and regulatory approvals. The development has experienced delays tied to a proposed natural gas pipeline, while lawsuits have challenged permits involving water and air quality. Despite these hurdles, the project has attracted roughly $18 billion in funding from a group of banks, reflecting its massive scale and significant financial backing.

Oracle has reiterated that construction remains on track and emphasized its continued commitment to the New Mexico project. Blue Owl likewise said Oracle’s force majeure notice does not alter its financial obligations or the funding commitments supporting the long-term development.

Comparison With Peers

ORCL, which currently carries a Zacks Rank #3 (Hold), is part of the Zacks Computer - Software industry. ORCL’s shares have declined 28.5% year to date compared with a 23.8% fall for the industry.
