Congress just might be the Grinch that steals the Santa Claus rally this year as the failure of the bipartisan "super" committee to balance the budget saps confidence at all levels of the economy, starting with retail brands.

Apparel stocks with high price-to-earnings ratios, sizable short floats and insider selling are ideal for shorting, particularly in this economy.
LULU has a price-to-earnings ratio of over 44 and is down more than 12% for the month with a short float of over 13%. A short float over 5% is considered troubling.
UA has a price-to-earnings ratio of over 44, is down almost 10% for the month and has a short float of 10.43%.
VF has a price-to-earnings ratio of over 20, a short float of almost 3% and is down almost 6% for the month.
