Energy stocks were flat to lower pre-market Tuesday.

West Texas Intermediate crude oil for November delivery was higher by $0.42 at $74.71 per barrel, while Brent crude December contract was up by $0.57 to $84.48 per barrel. November natural gas futures were $0.05 higher at $3.32 per 1 million BTU.

In other sector news:

(-) BP ( BP ) was trading almost 1% lower after news that BP and a Serica Energy unit obtained a conditional license and assurance from the US Office of Foreign Assets Control relating to the UK North Sea Rhum field that is partly owned by Iranian Oil Company.

(=) Williams Companies ( WMB ) was flat after the company said its Transco interstate pipeline has executed binding, 15-year commitments with Seneca Resources Company and Cabot Oil & Gas for 100% of the 580 million dekatherms of firm transportation capacity under its proposed Leidy South expansion project.
