And with that, U.S. Secretary of State John Kerry told the U.S. Congress that a Russian diplomatic proposal to the international standoff over Syria shouldn't become a stalling tactic against the threat of military action. "That this cannot be a process of delay, this cannot be a process of avoidance, it has to be real, it has to be measurable, it has to be tangible."
