Should Horse-Drawn Carriages Be Considered Animal Cruelty? - Presented by: The Aol. On Network

A serious effort is underway in Sacramento to phase out horse-drawn carriages because animal rights groups consider the practice to be animal cruelty. Many people in the horse-drawn carriage business disagree because they say they work hard to improve conditions for the horses. The animal advocacy group spearheading the campaign says Old Sacramento has a lot of traffic, hard city streets and noise and isn't a good environment for a horse to work in.
