Government Shuts Down As Congress Fails to Reach Spending Agreement - Presented by: The Aol. On Network

With members of Congress still working to reach an agreement on spending, the U.S. government shut down at 12 a.m. ET on Tuesday. Sylvia M. Burwell, director of the Office of Management and Budget, ordered executive agencies to shut down just before midnight on Monday.
