The date --- September 11th was not likely to pass without notice --- at least in Benghazi where a car bomb went off near the Libyan foreign ministry. There were no casualties but the blast --- on the first anniversary of the killing of four American diplomats at the consulate here and the 12th anniversary of the attacks on the U.S. --- seemed to offer a resounding answer to the question --- is Benghazi any safer a year later?
