The day marked by President Barack Obama signing off on a bill resolving the federal government's debt ceiling crisis. Wall Street's response was negative, indicating disfavor about the nation's economic health.

Among the small-cap stocks, earnings continued to drive what little positive news there was. Still, the Russell 2000 fell 3.26 percent, and the Standard & Poor's 600 Small-Cap Index dropped 2.97 percent.

On Tuesday, the Dow Jones Industrial Average was down 2.19 percent, the S&P 500 dropped 2.56 percent and the Nasdaq was down 2.75 percent.
