The three most actively traded ETFs have toyed with new highs in the stock market saw iShares Russell 2000 ( IWM ) rally 7% in the past month to new high territory. The ETF that tracks the small-cap index has been clawing its way back from an 11% sell-off in the spring. It has 3% to go to clear its old high-water mark, reached in March.

PowerShares QQQ ( QQQ ), up 6% in the past month, has been near a new 52-week high the past three weeks. But it is still 23% below its all-time high of 120.50, reached in March 2000.
