Financial shares were generally higher in today's pre-market session ahead of reports on U.S. service sector activity and on factory orders.

In financial stocks news, JPMorgan ( JPM ) may pay the federal government up to $2 billion related to Bernard Madoff's Ponzi scheme, the New York Times reports.

The bank could reach a deal on criminal and civil settlements for allegedly ignoring signs of the scam.

And, Genworth Financial ( GNW ) was higher this morning after UBS upgraded the shares to Buy from Neutral and boosted its price target to $18 from $13 per share.
