Energy issues are mostly lower before the bell Monday, with oil prices falling amid growing concerns about the impact of the SEC's lawsuit against Goldman Sachs affecting global markets and decreasing the allure of commodities. Halliburton ( HAL ) reported its first quarter profit tumbling 46% from the same period a year ago, hurt by charges in Venezuela and weak demand in Latin America. Arch Coal ( ACI ) posted a first quarter net loss due to weak conditions in the U.S. power plant market. Meanwhile, China will lend Venezuela $20 billion, and it will also form a $12 billion investment fund that will pay for the country's energy development projects.
