Energy issues are lower before the bell, even as oil prices inch up as global equities rise. BP ( BP ) is up 5.8% to $34.60 even as its chairman, Carl-Henric Svanberg, has been called for a meeting with senior administration officials June 16 to discuss BP's role in causing and cleaning up the Gulf of Mexico oil spill. Russian Prime Minister Vladimir Putin has backed a plan by Total ( TOT ) to invite Qatar to join major gas projects on Russia's Yamal Penninsula in Siberia. Norway's Statoil ( STL ) said it sees higher drilling costs on the Norwegian continental shelf amid tighter regulation following the BP disaster.
