Did he really say that? Indian minister recommends just stealing a little, not like dacoits

Who said it?: Shivpal Singh Yadav, minister of public works in Uttar Pradesh, India's most populous state with more than 200 million inhabitants. According to local newspaper DNA.

Who was he talking to?: A district council of bureaucrats.

What are dacoits?: A member of a robber band or gang, apparently named after a Burmese province famed for opium growing and lawlessness.

What is the back story? Singh later claimed he was "quoted out of context" by a reporter who "snuck in" to his private staff meeting.

Emerging Money comment: It is easy to ridicule Singh. But officials who work hard and only steal a little really would be a big improvement for most emerging markets.
